In the planning of above town areas should promote building energy efficiency technologies and products, all new civil design should reach the provincial energy conservation standard; improve the heating and energy-saving of the existing residential buildings step by step; accelerating household heating metering and charging reform, promoting urban central heating energy-saving technologies; force the 12 and below 12 new constructed buildings in town, contiguous rural houses and public buildings which has a demand of hot water supply install solar thermal system as the requirement of integrated solar energy, carry out the application work of high-rise building solar thermal systems; promote solar heating, solar power (including photovoltaic and thermal power generation), ground source heat pump heating and cooling, wind power, biomass and other new energy, new technologies construction applications, and actively develop the use of geothermal resources.
In 2003, Shandong Architecture Engineering Institute of the implementation of ground source heat pump implement shengli Petroleum Administration Bureau 1200 square meters office building ground-source heat pump project, vertical U-shaped pipe, a total of 30 holes, hole 60 meters deep, fan coil control + air system, started in the shallow geothermal energy development and utilization of Dongying City in the attempt.
