Indexes are illustrated as below: Ideological Quality: reflects whether crew’s individual behavior in compliance with professional norm and crisis consciousness when working onboard, including 4 second class indexes such as ideological and political quality, work ethic, overall consciousness and safety attitude.
Professional Competence: reflects crew’s capability to accomplish their work, including 4 second class indexes such as professional knowledge, working experience, working condition and organize&decision-making capacity.
Professional knowledge reflects crew’s educational background, evaluated by degree and english level, working experience including 3 third class indexes such as sailing years, onboard flow time and contribution in emergency, sailing years can be reflected by time and position.

For example, the buildings and houses of some small cities in Mediterranean coast are small in size and are brushed very white with lime water each year; the roofs are generally made of red terracotta.
It needs to collect the wisdom of a large number of grassroots scientists, and mobilize as much relevant professional scholars as possible to involve.
Meanwhile we should encourage actively and guide university teachers across major for joint declaration of the relevant professional issues in order to provide convenience for scientific research institutions to conduct relevant research.

In this paper, we add nanoparticles in the water to improve antifriction properties of water-based liquid.
In the simulation, pure water is used as the base fluid of the water-based nano-lubricant.

On the material design, the branch pipe for drainage should adopt smooth tube thus to improve the flow velocity of the branch and this will make benefit to water seal.
While the drain pipe should use rough tube or inner threading tube, for the smoother the inner wall of the draining standpipe, the faster the flow velocity, and the larger the negative pressure within the pipe, the more severe the destruction to the water seal.
When making the pile foundation, for pouring the bored holes, there is special requirement for the underwater concrete pouring, that is to use a conduit with diameter of 20ml to pour the underwater concrete, carefully check the weld seam of the conduit, and make water tightness test.
Management in place and improve the professional quality of the construction personnel.

This may cause a serious water ponding problem.
Water ponding only occur during and after the rain.
Water ponding during the rain is acceptable.
The result of preliminary condition survey for water ponding monitoring found that water ponding occurs on the selected building.

This thesis introduces the water quality of water system and lakes in our country, analyzing the influence of rural pollution, pointing out the current problems when we tackle with water pollution.
The current situation of water pollution in rural area 1.1.
The impact of rural pollution on water environment Rural major impacts on the water environment display in the following areas: (1) the harm of agricultural production to the water environment.
Without effective treatment, the livestock manure and the bodies were directly discharged into water, which increased pathogens in water. (2) the harm of sewage and waste water generated in rural residents’ life to the water environment.
The problems faced by rural water pollution control Due to vast rural, agricultural production on water pollution belong to source pollution.

Introduction Higher education, a professional education carried out on the basis of middle education, is social activities for training senior professionals.
The three functions of higher education are scientific research, professional education and social services [1].
Low-carbon as a major has become an emerging discipline, and Colleges should develop low-carbon personnel training objectives, design professional low-carbon courses and further to determine the teachers, and then combine with professional training objectives to detail directions in the teaching process constantly revised course structure and form a gradual spiral feedback loop (shown in Fig. 1).
Therefore, professional courses should be supplemented with related topics, strengthening foreign exchange and international cooperation, organizing forums together with related colleges, government departments, enterprises and other organizations.
Adhere to the conservation, low-carbon ideas to develop actual, reasonable and feasible management systems of human resources, education and scientific research; strengthen cost management in key areas, particularly in area of infrastructure and capital equipment procurement; guarantee the management of normal operation of the college bus, water, electricity, gas, maintenance and other logistics services; explore establishing compensation mechanisms for the use of public housing; improve electronic document management and paperless office systems and achieve the refinement and efficient of the management.

The results show that the proposed approach is able to offer the quantifiable benefits or costs among different objectives for the water managers, and is highly professional in making decisions for allocating water among use sectors and different areas.
Consequently, how to allocate water becomes an important issue in water-receiving area.
