On the material design, the branch pipe for drainage should adopt smooth tube thus to improve the flow velocity of the branch and this will make benefit to water seal.
While the drain pipe should use rough tube or inner threading tube, for the smoother the inner wall of the draining standpipe, the faster the flow velocity, and the larger the negative pressure within the pipe, the more severe the destruction to the water seal.
When making the pile foundation, for pouring the bored holes, there is special requirement for the underwater concrete pouring, that is to use a conduit with diameter of 20ml to pour the underwater concrete, carefully check the weld seam of the conduit, and make water tightness test.

Introduction
Higher education, a professional education carried out on the basis of middle education, is social activities for training senior professionals.
The three functions of higher education are scientific research, professional education and social services [1].
Low-carbon as a major has become an emerging discipline, and Colleges should develop low-carbon personnel training objectives, design professional low-carbon courses and further to determine the teachers, and then combine with professional training objectives to detail directions in the teaching process constantly revised course structure and form a gradual spiral feedback loop (shown in Fig. 1).
Therefore, professional courses should be supplemented with related topics, strengthening foreign exchange and international cooperation, organizing forums together with related colleges, government departments, enterprises and other organizations.
Adhere to the conservation, low-carbon ideas to develop actual, reasonable and feasible management systems of human resources, education and scientific research; strengthen cost management in key areas, particularly in area of infrastructure and capital equipment procurement; guarantee the management of normal operation of the college bus, water, electricity, gas, maintenance and other logistics services; explore establishing compensation mechanisms for the use of public housing; improve electronic document management and paperless office systems and achieve the refinement and efficient of the management.
