Abstract: As one of the top five most seriously polluted cities by acid rain in the southwest of China, Nanchong was selected as one of 18 pilot cities of China for Clear Energy Action (CEA) by the United Nations Development Program (UNDP) and China National Science and Technology Ministry (NSTM) from 2001-2005.
Nanchong city is one of eighteen cities that have been selected by the Department of Science and Technology and UNDP cooperative project for “applying technology of sanitary energy sources, decreasing ability of atmosphere polluted of city.”

For the soil is a very complex natural material, significant strain gradient effect exist in soil analysis.
Plastic strain gradient is actually a phenomenological non-local model containing microstructure information of the material.
Based on the analysis of micro view, a number of specific physical and mechanical properties of the granular material are created by the discontinuity of certain physical space.
Conclusion Refer to metal and composite materials research, we add the plastic strain gradient hardening item into the traditional Cambridge yield surface .Using the consistency conditions and flow rule, we get plastic strain gradient stiffness matrix and show the strain gradient finite element method.
