Turning to fractal theory, modern science can flexibly describe the complicated natural phenomena without being constrained by traditional science.
According to the history materials, the flood peak discharges are obtained at four water stations: Huayuankou, Gaocun, Aishan and Lijin (as table 2).

The negative effect of inner chloride ions can be avoided by strict control of the quality of raw materials, while the externally intruded chloride ions are inevitable[4].
