Introduction In recent years, the domestic civil aviation industry has achieved a great development; meanwhile, with the growth of the aircraft number, ground and airborne delays have dramatically increased [1].
Flight sequencing model for staggered parallel runways 3.1 Concept of parallel runways According to the regulation of the international civil aviation organization (ICAO), parallel runways refer to those runways that the centerlines parallel to each other or the Angle between the extension cord of the uncross runway centerline is less than 15 degrees [4]. according to the deviation between parallel runway entrances, parallel runways can be divided into staggered parallel runways and non staggered parallel runways. 3.2 Staggered parallel runways Staggered parallel runways refer to those runways that the connection between parallel runways threshold is not perpendicular to the centerline of the runway, namely runway entrances have certain deviation; otherwise they are non-staggered parallel runways.

According to the evaluation index system in Table 1, the writer designs the appropriate questionnaire and invites the experts in civil aviation industry to conduct weight score.
On the whole, these four state-owned airlines has general competitiveness in these sixteen airlines and has weak competitiveness compared with foreign excellent airlines, which demonstrates that the overall strength of our air transport enterprises is weak and has a big gap with foreign civil aviations in developed countries.
