National Level Infrastructure Condition Assessment: Principles and Metrics Yujie Lu1, 2, a and Shaohua Jiang3, b, * 1School of Economics and Management, Tongji University, Shanghai 200092 China 2 Department of Civil and Environmental Engineering, University of Maryland, College park, USA 3 Faculty of Infrastructure Engineering, Dalian University of Technology, Dalian 116024, China aEmail: lyj0415@gmail.com bEmail: shjiang@dlut.edu.cn (*Corresponding author) Keywords: Infrastructure, condition assessment, risk, ASCE, report card Abstract.
Since last decades, many efforts have already been addressed on the topics of national infrastructure condition evaluation, such as Unites State quadrennial infrastructure report card series issued by ASCE since 1998, the State of the Nation report prepared by the Institution of Civil Engineers (ICE) in United Kingdom, a series of Australian Report Cards produced by Engineers Australia from 2000, and New Zealand’s infrastructure published in 2004 [1].
This study, based on American Society of Civil Engineering (ASCE) infrastructure 2009 report card, discusses the main principles to assess the infrastructure conditions and risks, and shows a detail guideline of seven principles applied in fifteen infrastructure categories.
Levees CA the miles of national navigable waterways and four regional system; the numbers of harbor and ports; the numbers of locks in inland waterways; the average loads of the tow barge; the deepen and width of ship channels; the tons of different commodities shipped; the values of shipped cargos the miles of levees; the numbers of levees; the percentage of countries and population protected by levees PC the average years of locks; erosion and sedimentation in ports, harbors, waterways; the numbers of obsolete locks; age and deteriorating impacted condition the average year of levees; the numbers and percentage of dangerous levees; the damages from flooding in levee-related areas; the likelihood of levee failure/flooding OM development of the navigation engineering specialty; transmission of waterways knowledge and experience from the Corps; ownership; lack of adequate data for ports and harbors; real-time current velocity system ownership; the development and population behind levees
