The implication of America in the new energy industrial development for China
American government implement the plan of climate change technology, Climate Change Science Program, the voluntary greenhouse gas reporting program, “American Clean Energy Security Act”, through the tax incentives to encourage the use of renewable energy and efficient energy technologies, encourage the development of renewable energy, hybrid fuel cells vehicles, new energy generate electricity, cooperation on the climate change science, energy and other areas, implement carbon sequestration programs of the federal government.
The new energy as a strategic emerging industry, promote the adjustment of economic and industrial structure, Chinese can publish some workable systems ,such as new energy tax incentives system, financial credit incentive system, environmental license system, green rating system, green raw materials system, etc.

Abstract: In this paper, polypropylene fiber and SBR polymer latex are added into cement mortar to improve the
toughness.
This research provides some useful references for the application of this new material. 1 Introduction Cement mortar is a typical brittle material, of which its compressive strength is far greater than the tensile strength, thus resulting in low toughness, poor impact resistance and weak deformation capacity of cement mortar [1].

Study on the radial stress based on the tension-compression-ratio
Generally, the tension-compression-ratio varies from 0.77 to 1.0 for ductile metal material, 0.33 to 0.77 for brittle metal material, no more than 0.5 for geotechnical material.
The tension-compression-ratio of geotechnical material is less than 0.5, therefore, the curves of sr/st relative to D is convex shape.
Included are the contribution of varying tension-compression-ratio, the formulas developed in this paper can reasonably apply to a wide range of materials with different strength in tension and compression.
