Introduction
Systems governed by delay-differential equations (DDEs) often arise in different fields of science and engineering.
Fractional derivatives provide an excellent instrument for the description of memory and hereditary properties of various materials and process.
However, during the last ten years or so, with the high speed development of computer science and the increasing ability of calculation, the realization of FC becomes feasible and FC was noticed and researched by more and more engineers.
FC is increasingly used to model problems in rheology, materials and mechanical systems identification, ANN, fractal and chaos, and other areas of applications.
Northeastern Mathematical Journal, (2006), 02.

However, in addition to environmental problems [6,7], conventional OBMs now used cannot perform well without colloidal materials such as organophilic clays and asphalts (filter reducer).
These colloidal materials are fine particles which adversely affects rate of penetration by causing excessive viscosity of drilling fluids [8].
In addition, other inorganic particles also have highly electronegative groups on their surface, such as barite, calcium carbonate powder or other materials.
Gel strengths are the shear stresses at low shear rates after the muds were set static for 10’ and 10’’, which implies the ability to suspend drill cuttings and weighting materials.
Barite, weighting materials for OBM, are small particles that can plug crack formation to some extent.

Protactinium, Pa, was a nuclide which has the same characteristic such standard BP materials.
Hence, BP materials which added to fuel must have special characteristics.
First, the number of cross section absorption of BP materials must higher than fuel so BP materials could absorb faster from fuel burn up.
