Abstract: For the screening of degrading oil shale strains, oil shale bacteria collected from Fushun Western Open were diluted moderately, then mutated with UV mutagenesis techniques, and tested the degradation.

The traditional management treated the human resource as materials, like machines and equipments, taking down merely the staff’s names, ages, positions, crafts, etc.
Finally, the system will give the feedback to the declarers who can print all the applying materials online.
Judges can thoroughly study and examine the declarers’ materials with their authorities within this system so as to assess the comprehensive abilities of the declarers impartially.
The traditional way of collecting materials gets through such experience as, appraise prepares materials→appraisee arrive at place for assessment→appraisee hand in materials→ to file the documents of appraise by human recourses, and then comes the phase of expert’s evaluation afterwards.
While the system Web2.0 of professional assessment employed, the appraise can submit his supporting materials online, simply and easily, and the course of sending modifying files can be completed by the manner of human-computer interaction which has not only reduced the repeatability of human recourses work, but also saved the time of materials collection so as to enhance the timeliness of the professional assessment.
