On February 4, Hydrology and Water Resources Bureau of Yunnan Province, Wenshan Branch Business Office Building, when construction workers were roofing decorative flower racks and pouring concrete, flower template support system collapsed, killing three people.
Practice norms are regulated and professional qualifications of personnel are associated with business qualifications.
According to international practices and FIDIC project supervision, supervision engineers should be professionals with rich experiences.

According to the survey, all kinds of existing public building in Shenyang energy consumption situation have the following characteristics:
Office building
In addition to heating energy the office building consumption mainly includes: lighting energy consumption, office electric equipment power consumption, integrated service equipment system power consumption such as electro thermal boiling water reactor and elevator ,air-conditioning power consumption as well as the information center and other specific function device system power consumption etc.
Building energy consumption density is between 215.09 and 398.69kWh/ (m2·a),compared with the standard arcade building energy density of 200 ~ 300 kWh/ (m2·a) ,we found that the energy density is high in commercial building of Shenyang, energy waste is very serious; only 60% of the commercial building electricity and water using system is measured separately, through the form of feedback information display, there are 80% departments reflect that the energy saving effect of sub-metering in general.
In order to save operating cost, create greater economic benefits, more than 80% of the hotel launched a series of energy saving and performance optimization about the equipment which use energy, the optimization model is divided into "Self optimization", "equipment manufacturers optimization" and "professional energy-saving company optimization".70% of the hotel established technical archives of energy-saving operation, but it is mainly for central air conditioning and power supply equipment, while still the lack of lighting and other aspects of energy equipment .
Raising the level of operation of energy saving management The owners of governmental organization office buildings and large-scale public buildings and the property management units should build special energy management organizations; they must employ professional people to do the work.
Intensifying the work about energy-saving and reconstruction of existing buildings We suggest Shenyang to establish a professional energy service organization .The owner or the users of the public buildings can authorize the energy service organization to have a scientific demonstration on the necessity, feasibility and profitability of energy-saving, then they could choose energy management contract to implement is.

Introduction
Towing heavy cargo or extra huge object by water is a frequent activity nowadays in maritime field.
As towing huge object by water differs much from the conventional merchant transport by self-propelled vessel, much attention has been paid to the safety concerns of this type of transport in maritime community.
For example, towed object loses stability or overturns, the main towline breaks, working member fall in water and the like.
This breaking down process should be continued until the final son criteria can be more easily and intuitively assessed by experienced professionals.
Four towing operation plans had been worked out for the wet tow in Dalian and the assessments on the basic criteria of the four plans had been obtained from professionals and experts as shown in Table 2.

This fact has begun to be taken into account by professionals and domestic as well as foreign laboratories have started to investigate the effects of individual components in the composition of concrete on the value of its modulus of elasticity, as can be seen in many publications, see for example [3,4].
Experiment To measure the modulus of elasticity in the early stage of ageing of the cement-based material, cement paste and cement mortar were produced, both having the water/cement ratio of 0.4.
Their production used CEM I 52.5 R cement and potable water.
This value was derived from an assumption that after mixing, a cementitious material behaves similarly to a liquid and the Poisson’s ratio is then near to the value of 0.5 [9], as is used for water.

Through professional analysis, without affecting the safe operation of the boiler's output, it is suggested to remove two-stage impellers from the 1st high pressure feed-water pump from the7th boiler and the first stage impellers from the 2nd high pressure feed-water pump.
The parameters of the high pressure feed-water pump frequency conversion device are shown in table 1.
Practical Application The control target of high bad liquid level PID High-pressure feed-water pump’s opening degree while the difference between High-pressure feed-water pump’s export pressure and high bag high bag’s pressure controls High-pressure feed-water pump’s speed, which means when High-pressure feed-water pump runs in normal frequency way, it can only change High-pressure feed-water Pump’s opening degree to maintain a stable high bad liquid level.

Summary High-pressure water pumps equipped with frequency conversion, improves the overall efficiency of water operation system through reducing throttling losses from boiler to damper and improve the effectiveness of water pump working in a low flow condition deviated from rated operation condition.

Domestic solar hot-water heaters and large solar water heating systems are presently most successful applications of solar energy technologies in buildings.
Another problem is how to perform the integrated design of the solar water heating system for providing a comfortable, economic, high-quality hot-water supply.
The solar heat-collecting system and indoor hot-water system are separated so as not to be affected by pressure distribution of supply water.
The design shall both achieve integration with the building, and ensure the balanced heat supply and efficient operation of the system, which requires putting the solar application technology into the whole process of architectural design, then conduct the integrated design through the mutual penetration and full communication of every professional and related departments.
