From the aspect of machining quality, the milling speed in the ball end cutter changes with the distance from the tool axis, the cutting speed decrease to zero near the axis of rotation, in fact, the cutter rub away material near the tool-tip point, the process will burn the part surface.
The cutting speed in flat end cutter retaining the linear speed on periphery of the tool is larger than the speed of the ball end cutter, milling the material in constant speed will obtain the good quality on part surface.
The speed to avoid interference is the key of the algorithm.
