Abstract.
As shown in Table 2, both gears are made of the same material 20CrMnTi; its modulus of elasticity is 207GPa; its Poisson's ratio is 0.25; its allowable contact stress is 1200MPa; and the load per unit of contact line is 4N/mm.

Introduction The system structure of Large-scale engineering organization has a deeper complexity than the average project.
The key of determining the principal-agent relationship is the clients make sure a reward mechanism to encourage agent conscientiousness, and strive to achieve the goal of maximizing the interests of the clients.
From an economic view to analyze, construction progress of large-scale project is a kind of economic relationship including government, the client, investor, contractor, supervision unit, material supplier and others participants, it is a economic system formed by the interaction of main bodies.In this economic system, there is serious information asymmetry in the related subjects of large-scale project.
The task of supervising engineer is to shorten the construction cycle, to meet the requirement of project quality, to reduce project investment and saving construction cost for the owner, and then to achieve the maximum owner’s benefit[6].
