CO�CLUSIO� This paper evaluate the various regions' industrial clusters' competitiveness with VIKOR which is a multi-attribute decision method, to conclude that the power of Baoding is strong, we should full play the particular advantage, enhance the unique position of state-level new energy and equipment, make full use of the national policies support and instruction, rely on the advantage of college talents that have lots of academicians and outstanding experts as technique support, establish strong science system and enhance the industry basic, so as to make the best of the advantage of the Baoding new energy industrial clusters' competitiveness.
