Abstract: In order to alleviate traffic load during large-scale activities held in cities, the concepts of traffic planning is applied in this paper.

In the process of the aviation equipment maintenance knowledge management, it is to give full play to intellectual talent value, and in addition to the material rewards, more attention should be paid to the spiritual motivation, so that they will be aware of their values in the aviation equipment maintenance knowledge management, and fully exert their individual brilliance.
The implementation of the organization knowledge management need to have the corresponding organization structure as guarantee, so it is a must to change the traditional, patriarchal, "pagoda" type organization structure form, attach great importance to construction of key project team, explore and establish an organization structure form that is suitable for knowledge management demand, accord with its own characteristics, it will make every effort to achieve high efficiency and dynamic performance of the maintenance organization structure, maximize the organizational operation efficiency and local mobility, effectively realize organizational knowledge management process, and promote the progress of organizational knowledge management.

By applying lattice close-degree to make fuzzy recognition of images from two paper fragments and characters from the standard model database, it establishes a matching model of interaction between human and computer to splice and reconstruct English fragments.
1.Raising of the Problem
Splicing and reconstructing of paper fragments has its crucial application in fields of restoring judicial material evidence, historical documents and obtaining military intelligence.
In solving the splicing problem, the key is to establish a standard model database which was mainly dependent on the complete characters in the document information.
