The deposition is achieved by the consolidation of materials steadily fed into a laser generated melt pool to create a clad layer upon solidification and cooling.
Owing to the fact that laser processing has always resulted in a rapid cooling of the consolidated materials, a unique microstructure with non-equilibrium phases is often formed, which may be different from the microstructure of such material or combination of materials obtained via conventional processes.

The education and application of low carbon consciousness still has a long way to go. (4) The planning design personnel have serious understanding problems, most of them are still confined at the engineering technology level. (5) The related appreciation system of low carbon community construction and planning are still not integrity, the appreciation standards are still unclear.
Low carbon urban community would adapt a series of methods including energy-saving material, low carbon technical method, renewable energy, low carbon community planning, green and environmental traffic system planning, suitable for walking support service facilities to ensure the related facilities could exert the function of reducing carbon emission.
The low carbon urban community could be divided into below 4 types based on the space type: (1) Location space: the gather place of various scale of population, specially mean the community that have been circled by the core city roads or borders with corresponding population scale and complete set of perfect public service facilities that could meet the material and cultural demands of the residents in the community; (2) Professional space: The human activity space comes from the expansion of working space. (3) Life space: The team or place for people to exchange, entertainment with people with similar interests.
To meet the challenge of global climate change, promotion in energy input, output and green house effects have become the key theme for the decision-makers to consider.
Besides, the urban planning should analyze the unavoidable material results due to biology, natural and social exchange based on the perspective of “Adaption”, and thus ensures the policy and action prepared could “adapt” and reduce the negative impact to the lowest level.

Materials and methods Membrane The hollow fiber polyvinylidene fluoride (PVDF) membrane was obtained from a pilot membrane module device, which was supplied by Dow with an average pore diameter of 0.1 μm.
It can be observed from the section analysis that the AFM ‘‘valleys’’ have disappeared in the fouled membranes; this is due to the fill of membrane pore structure by foulant materials.
