Abstract.
In the survey on the satisfaction degree towards the public sports facilities, about 50% respondents are not satisfied with them; in the survey on 10 existing sources of the public stadium (e.g. land resource, site resource, human resource, capital, information resource, intangible asset, technology resource, auxiliary material, time, fixed asset, etc.), Top 3 with high utilization rate are site resource, land resource and fixed asset, and Top 3 with low utilization are intangible asset, human resource and information resource; in the survey on the operation status, 30% stadiums are still in loss and even severe loss status, which indicates that the overall situation that the state-owned assets of the public stadiums make up deficits and increase surpluses is still severe.
Carry out “unhooking engineering” gradually and introduce asset operation mechanism comprehensively.

Since the 1980s, surveying more than 800 American companies which involved in supply chain management, only 40% of the partner relationship remains only for four years, most of the disintegration in the short term, showing that partner selection in supply chain management is complex system engineering.

It means that industrial cluster contains a complete product supply chain where there exist firms of all scales and various from upstream firms inputting raw material to downstream ones outputting finished products.
What is more, with the exception of firms in these single supply chains, there are a lot of small and medium-sized firms that are not in the chain but float around the same region for supporting and supplementing supply chains production and operation, as seen in Figure 1.We take single chainⅠin cluster supply chain system for example, some segments in the chainⅠincluding component fabrication, product assembly, which closely cooperate in single supply chain, usually play an important role in providing key and large quantity of component commonality to downstream firms.
