Externally bonded carbon fiber reinforced polymer (CFRP) materials are well suited to the rehabilitation and reinforcement of civil engineering structures due to their high specific strength, specific stiffness and corrosion resistance.
But only Miner-Palmgren model [10] has been widely applied to engineering.

Abstract.
Designing always plays a decisive and control role in engineering quality control.
It is impossible to obtain the engineering contract until designing unit has improved its own actual strength and experience of investment decision and engineering project management.
The high-quality technicians should be equipped for management on site to meet the engineering requirement.
