Organization of the Text Analyzing high-tech tax preference policy of the current manufacturing According to the regulation of the current circulation tax and income tax, the tax incentives for high and new technology enterprises are mainly reflected in the following respects: 1)Preferential tax policies which support the development of science and technology innovation and high and new manufacturing industry.
Circulation tax is the first aspect of the main tax preferential policies: enterprises which use recycled materials to make products would be exempted from added-value tax or implemented with the policy that the value-added tax would be refundable as soon as it is imposed.
Large numbers of research results are often relegated after the accomplishment of paper publishing, expert’s review, evaluation and the declaration of awards, thus leading the scientific and technological achievements to which countries have invested a lot of science and technology resources to be performed in vain. 3)Tax fairness affected by regional preferential tax policy. 4)Strength needed to make full use of high-tech tax preference policies about resources and environmental protection.. 5)The heavy burden of individual income tax on private manufacturing enterprises.

In the experiment,we find that when the liquid level in the tower is invariable,the concentration of the chromium in the risidue reduces gradually.This is because the raw material liquid must pass through the grown adverse foam area, the colloid pellet can adsorpt at the gas-liquid surface effectively, therefore the removing rate enhances gradually.When the charge-in height is 50cm, after the processing, the chromium concentration in the waste water is smaller than 0.5mg/L.But we also find that with charge-in height increasing, smuggling rate rises.This is because the increase of the charge-in height reduces the fluid height,thus causes the increasing of the broken foam liquid flowing at the top.Overall,we choose the charge-in height of 50cm as the most suitable height.
At this time, the experiment condition is as follows:the charge-in flux is 7.5mg/L,the amount of the Fe(NO3)3 is 60mg/L,the concentration of SDS is 50mg/L, the gas flux is 400ml/min,the charge-in height is 50cm.We make the pH value between 5.0~8.0.See from Fig.3,when the pH value is about 6.5,the chromium concentration in the waste water that has been processed achieves a minimum value, but when the pH value increases again, instead, the chromium concentration goes up.This is because the precipitation Cr hydroxide is a kind of amphoteric hydroxide.When the pH value increases,the precipitation can be easily dissolved to [Cr(OH)4]-.This causes the increasing of chromium concentration.We also test the pH valve of the waste water that has been processed and find that the pH value is smaller after processing.If the pH valve of raw material liquid is about 6.5,that of the processed waste water is about 6.0,which is close to neutrality and is easy for the emissions.

Introduction In the recent researches and developments in science and technology, many attempts have been made to overcome the problems of people.
The advancements made in the discipline of Artificial Intelligence and Computer Science and Engineering to tackled the problems related to mental and intellectual processes of the people.
Moodi proposed computer integrated knowledge-based expert systems, called SEMAREC- EXPERT, Bridge Slab-Expert and 4.T.K, to address the needs of diagnostic-related issues, identification and system knowledge users involved in repair and maintenance activities, such as condition assessment, material failure analysis, material selection and rehabilitation recommendations in concrete structures in Persian Gulf region.
