In many big cities, restrictive and supportive economic, material and policymeasures are simultaneously introduced to guide switching to the public transport from taking private cars.
For travelers switching from one mode to the other, the key is comprehensive analysis of the general cost of two modes, or the utility function, to equalize the expected utility of the two modes by adjusting the attribute variables such as time and cost.
