In fact, the debonding strain of the composite differs according to the material used, and this debonding occurs at about 30–50% of the CFRP tensile strength [5, 6].
The material properties of the CFRP plate and cohesive glue used in the flexural tests are given in Table 1.

The central emergency shelter (also known as refuge and rescue center ) is located in large-sized place fully equipped with facilities, which acts as comprehensive refuge and rescue center, and it provides the whole city (town) with emergency command, goods and materials distributing, medical rescue, the wounded transport as well as long-term accommodations for refugees in the area of responsibility.
Influential factor on site selection and evaluation guideline The central emergency shelter should be located at somewhere which owns reliable transportation connection with urban external, and has convenience for transferring refugees and materials, also should have safe area which could be used for evacuation road as to build connection with every fixed emergency shelter.

While the main reasons of hysteresis (including the reverse trips do not return to zero) are: ① Real materials always have hysteresis to some extent [6]. ② The height and length of the leaf spring change with the changes of the vehicle loads.
Hysteresis effects can be reduced by using materials with high elastic steel springs, improving the mechanical design, reducing friction, and so on.
