Introduction Carbon fibers were used as reinforced materials in the aluminum matrix composites due to its low density, high strength, and high modulus [1, 2].
Because of the lack of wetting of the carbon fiber with the molten aluminum and the formation of brittle materials between the carbon fiber and the matrix at high temperatures [3, 4], the surface of carbon fiber need be modified to solve the compatibility between carbon fibers and matrix material.
Then, the carbon fibers were put into 10%NaOH solution to neutralize the remnant acidulating solution on carbon fibers surface, avoiding its bad influencing on pretreatment. 5g/L carbon fiber was dipped into neutralizing solution at 25℃ for 3~5 min. 1μm Fig. 1 The appearance of carbon fiber surface after burning and acidulating Adsorbing easy oxygenation materials on the carbon fibers can be sensitive surface.

Price competition is the main way of competition in the market, the price is low because of buyer's market, in this case, some of the products and services because of its low price and unable to pay the safety expenses normal extraction and some enterprises only got extra profits from the low price of raw materials.

A HTVE-NSS is a human-machine interactive system for the negotiation sides reaching an agreement that it takes the information technology as the method and applies the theory and method of decision science, behavioral science and some related science.
According to the negotiations, it assists all quarters to define the problem, recognize conflict, improve the model, enumerate the feasible agreement with background material, and then it analyzes the situation for the negotiation sides.
Under the certain conditions of the enterprise resource, it’s the second task that how to use time reasonable and human and material resources so that it can propose the most satisfied negotiation agreements.
