Introduction
Urban development and the change in the water as determined by a series of factors, such as the economic level, science and technology level, management level, people's living standards, water resources condition, environmental quality and so on.
System dynamics analysis is a complex feedback system dynamic behavior of system science method, which through the systematic analysis of the method to map the system flow chart[2], then it quantifies the relationship between each variable, establishes a system of structure equation, and then through the computer simulation experiment prediction results are obtained. 1.
So total fresh water supply on the actual increase rate has a time delay, which on the system dynamics performance as the material of third-order delay function[4].

By using the parametric design language APDL of finite element program ANSYS, intelligently dividing model, setting up material and geometric parameters, the models of tubes with internal and external fluid, the different factors influencing on fluid-structure interaction dynamic characteristics of steam generator tubes are investigated by numerical method.
