Introduction
As a kind of field activated EAPs, dielectric EAPs are actually hyperelastic insulating materials, so the EAP film, sandwiched between compliant electrodes on both sides, is basically a deformable capacitor [1].

In the area of fiscal policy, there are policies , such as, the implementation of the policy of tax reduction or exemption in energy saving, environmental protection, waste recycling, giving special funds of the new wall materials; the financial rewards standards of high star green building were established in 2012, two-star green building subsidies of 45 Yuan / square meters, three-star subsidies to 80 Yuan / square meters, the subsidy standard of green ecological city was 50,000,000 Yuan, which highlight the corresponding subsidy on the prominent construction of green ecological city.

The contamination hazard from ambient air mainly appears in the human health, agriculture, forestry and materials.
Based on the relations between concentration and sources and the loss calculation for pollution hazards, a model for regional atmospheric environmental capacity can be established with largest allowed emission(least abatement cost) and least loss by contamination (herewith only concerning the losses to human health, agriculture and forestry by the air pollution without the loss to materials).

There are many kinds of solar cells, such as Mono-crystalline Silicon, Multi-crystalline Silicon, Amorphous Silicon, Film Photovoltaic, and compound semiconductor etc. among which the characteristics of Film Photovoltaic solar cell include material saving and another major of less number of processes which can be manufactured by large area continuously; from raw material input to module export, it takes two and a half hours only.
Since various solar cells in actual power efficiency are different, this research used three different solar cells set up at top floor, 7F of Comprehensive Science Building in National Taipei University of Technology to carry out the experiment for efficiency of power generation in different sunshine environment and analyze its result.
