Abstract.
On one hand, government exists as an institution first of all, and, it is an institution measured by the number and the quality of output and effect from the human material and financial resources from the point of view of managers.

Temperature and strain rate effects on PMMA under
quasi-static and moderate strain rate were analyzed by Arruda [2] and material property
characterization was also carried by Lee [3] under dynamic loading, they found that the increase of
temperature has a drastic effect on the stress-strain behavior and thermal softening was observed for
the tested materials.
It is found that temperature effect on material property is remarkable.

The porosity of the solid materials was calculated using stereology and their density measured in a pycnometer.
Figure 2 shows SEM photographs of solid materials before and after heat treatment at 1300 °C.
Figure 3 shows SEM photographs of the heat-treated solid materials seen in Fig. 2, but sieved into a narrow size range of 25 ± 5 µm.
