Abstract.
Since 2008,Shanghai,Wenzhou, Chongqing, promulgated a relevant regulations of refined oil emergency reserve management[2], is to take the local government financed the purchase of rotation right ,that is cooperative mode of "commissioned by the government, enterprises in the implementation ", pay attention to develop the role of potential national reserve in the local reserve facilities ,take advantage of the nation material reserve rotation operation, realize the "central authority and local government reserves combined"[3].

Specifically, values of ecosystem service functions for gas regulation, raw material, soil conservation and biodiversity increased slowly, and the other five service functions showed a reduction trend from 1995 to 2006.
The overall rank order for each ecosystem function based on their contributions to the overall value of ecosystem services was as follows, from high to low, biodiversity conservation, hydrology regulation, gas regulation, climate regulation, soil conservation, raw material, aesthetic landscape, waste treatment and food production.

The initial materials, such as chitosan, PVC, and glycerol was tested first.
To know the functional group of the synthesized materials and to prove that there was a new bond, the functional group characterization was performed as shown in Figure 2.
The addition of chitosan could decrease the hemolytic properties of materials with the increase of its concentration because it complemented the surface of PVC membrane [10].

So it is necessary to introduce a new technique of CCC which can be performed by many ordinary kinds of vibratory rollers and be used for many materials and it has intellectual property right.
