Hot pressing of powders prepared by mechanical alloying is widely used in powder metallurgy as a kind of very good method to obtain nanocrystalline bulk materials with very good densification [1-11].
Nanocrystalline materials can cause surface effect, quantum size effect, small-size effect and macroscopic quantum tunnel effect.
Thus, they have many unique properties different from those of tradition materials and become a hot subject in research of material sciences [17].

Thus improving the science and technology level in agriculture, forestry, animal husbandry and fishery is essential.
For example, for an industry of low material consumption and high value added, we could deduct the costs for intangible assets research and purchasing as an input tax to solve the problem of comparatively heavy VAT burden.
For the seven new industries that were proposed in the “Twelfth Five-Year Plan” to develop vigorously: IT, energy-saving environment-protecting, new energy, biology, high-end equipment manufacturing, new materials, new energy vehicles, we should strengthen the R&D support.

Experimental techniques Materials The water used in this work was deionized by a Millipore Milli-Q system.
The materials used are citric acid solid which has an analytical purity of 99.5%. 1-octanol, isooctanol, kerosene and tertiary amine are of reagent grade and are used without pretreatment.
