This paper argues that the national economic and social development plan, the industrial special planning, energy special planning and urban construction planning are necessary to be integrated with comprehensive low-carbon evaluation; Tourism planning, marine construction planning and civil airport master plan do not need consider their impact on carbon emissions; For other strategic planning, SEA does not have to conduct a comprehensive analysis on the mutual impact of the planning and carbon emissions, but focuses on a few aspects of the impact on low-carbon development.
