Introduction
In recent years, the demand outnumbers the supply in municipal engineering construction market, and for municipal engineering construction enterprises, competitions turn to be increasingly fierce.
Meanwhile, confronted by so many municipal engineering enterprises, the bid evaluation aiming at the specific engineering characteristics becomes one of the significant jobs of the tenderer.
Indicator system of the bid evaluation of municipal engineering construction project Municipal engineering, namely municipal facilities construction projects, falls into the scope of civil engineering.
Generally, it is the civil engineering of the country, which is infrastructure construction of various public transit facilities, urban roads, bridges, water supply and drainage, landscaping, gas, urban flood control, environmental health and lighting that can provide paid or free public products and services on the basis of governmental responsibilities and obligations, and it is set within the urban and village planning construction.
The first-level evaluation factor set of this large museum construction project can be represented as: U={Enterprise strength, Construction organization design plan, Social reputation, Engineering commitment, Similar engineering performance, Tender offer}.

However, in the actual civil engineering, the value of most of the index of evaluation is not the median the best, but the less the better or the bigger the better.
In civil engineering quality evaluation, In the case of index the less the better, use diagram (b) to determine the optimal point, In the case of index the bigger the better,use diagram (c) to determine the optimal point.

Magneto-rheological (MR) damper is a semi-active control device, which takes advantage of both the reliability of passive devices and the adaptability of fully active control devices and is widely used on many kinds of machines and civil works.
With the United States made "intelligent" concept, that "imitation of life functions will have a material integration in basic materials, so that components made with intelligent features that people expect to make the structure self-diagnosis, adaptive, Self-healing capacity, proposed the concept of intelligent enhanced performance of civil engineering structure monitoring, forecasting ability, more important is that it can achieve the objective of economic efficiency.
I--piston II,III--mrf THE STRUCTURE OF MRD THE ACTION AREA OF MAGNETIC FEILD Semi-active control algorithm Due to the complexity and uncertainty of civil engineering structure, the classic semi-active control algorithm is difficult to achieve good effect[2].
The simulation results show that the ant colony control method can obtain engineering control effect without requiring exact models in the MR semi-active control system.
MR dampers have been widely used or studied as shock absorbers and vibration isolation dampers in vehicle suspensions, medical equipments, civil structures, aircraft and space vehicles, and weaponry, to guarantee the durability, and safety.
