Policy Design and Evaluation for Demonstration Projects of Application of Renewable Energy Sources to Buildings in China

The financial and housing and urban-rural development departments in a county or city shall take charge of the application of the local demonstration projects, check on the relative materials concerning the demonstration projects, summarize and then report to the provincial financial and housing and urban-rural development departments, which shall further confirm and approve the applied projects before transfer to Ministry of Finance (MOF) and Ministry of Housing and Urban-Rural Development (MOHURD)
The local government shall during the execution perfectly organize the supervision and examination works concerning the quality of the energy conservation materials, the performance of the equipment products, the preservation of test points, and perform the spot inspection together with the local engineering quality test organizations on the fields and funds of the demonstration projects [4]

Materials and Methods
The study is framed in a real industrial case in the production line of the tail cone of a commercial aircraft.
The carbide substrate, EMT100, is a micro-grain cemented carbide with 0.8 μm medium grain size and a composition of 93 % tungsten carbide, 6 % cobalt, and 1 % other materials.

An analytic solution could be got by this method, and the physical meaning is clear, but the compression strain in collision is not considered, therefore, the material behavior and geometric changes cannot be represented accurately.
Zhu Ping etc. took material overlap into account and developed a 3D contact-friction collision model on the base of the contact theory of point to surface [9].
The friction coefficient between concrete materials was selected as 0.5.
