The mechanism of accidents resulted from cyber-terrorist attacks, which has become a new issue in the field of safety science, differs far from traditional industrial accidents such as fire, explosion and chemicals leakage resulted from systematic failures or human mistakes.
Illegal actions are increasingly open including convening meetings, organizing competitions, preparation of teaching materials and so on.
The risk science can provide a basis for allocating investment to improve homeland security.
