of the project, the final results in the decrease of engineering benefits, jeopardizing the interests of beneficiaries. 1.7 Construction project tender and bid process has not standardized , the winning bidder and engineering contractor was not consistent really, has buried seeds for project construction and operation management, resulted in unnecessary difficulties man-made for project construction and supervision, thereby has consumed large amount of construction administration energy for this purpose, bring about invisible difficulty to engineering construction administration.
Namely: material and equipment quality, construction, engineering quality and engineering completion acceptance.
The main engineering materials will been unified by the procurement of government; the establishment of quality supervision system of drinking water project tendering system and project, open tendering to drilling engineering construction team; in strict accordance with the drawings, design documents, engineering card and the related standard construction, the key parts of the important hidden engineering or engineering are timely check and acceptance, and at any time should accept supervision by the masses, and to be passed acceptance inspection, it can enter the next procedure.
The latter must be used for classes, there are plans to implement, make the limited funds to play as much as possible engineering benefit.
For this purpose, to rely on government regulation, finance, planning, poverty alleviation, civil affairs, immigration of drinking project have been bundled, and unified the construction of rural water supply and ecological and environmental restoration organic bond in together, and increased investment in project, and made great efforts to develop the “mountain, water, farmland and forest” comprehensive treatment, protection of vegetation, water conservation.

The paper deals with the back analysis method in geotechnical engineering, that goal is evaluation the more objective and reliable parameters of the rock mass on the basis of in-situ measurements.
Characteristic of solved geotechnical task, initial calculation model For the solution of stress-strain and stability state of various constructions in geotechnical engineering the various methods can be used (empirical, analytical, numerical etc.).

The vertical bearing capacity analysis of screw pile in clay Yu Cui 1,a, Junqiang Wu2,b 1,2 Department of Civil Engineering, Taiyuan University of Technology #79,YingZe West Street, Taiyuan, 030024, China alanyu1313@126.com, bwjqwj@163.com, Keywords: screw pile;capacity; Mohr-Coulomb;clay Abstract: Recently, ocean energy, especially wind energy, gains attention from all over the world. In offshore engineering , the design and construction of foundation are key factors.
As a new type of piles, screw pile has advantages of compressive capacity and uplift capacity. Therefore, screw pile is a good choice for offshore engineering foundation.
Introduction The exploration of ocean energy has been spread widely in Europe , UK and Germany are leader .Meanwhile China has pay much attention to offshore engineering in recent years. In offshore enigneering , the costs of the foundation accounts for nearly 40% of the total costs.Among new types of piles ,screw pile has been widely aplied to wind tubrine foundations and house maintenace in Europe and USA based on its good compressive resistance and uplift resistance , simplicity of construction and low costs.
To select a pile with low costs and easy construction for offshore engineering , analysis on the capacity of screw pile is necessary.
In conclusion, screw pile could be a good choice for foundation of offshore engineering ,such as foundations for wind turbine .
