Villagers’ Cognition and Willingness of Participating in Beautiful Rural Construction Planning in Beijing-Tianjin-Hebei Collaborative Development Background: A Case Study of Kangbao County

Abstract:

This study focused on beautiful rural construction planning around Beijing-Tianjin area in Beijing-Tianjin-Hebei Collaborative Development background, and selected two villages of Kangbao county as the research object. Based on surveys and interviews, this study mainly investigated and analyzed various factors, as following: villagers’ understanding level and understanding channels of beautiful rural construction planning, villagers’ cognition of the power of government in planning, villagers’ willingness expression of participating the planning, villagers’ cognition on contents and stages of planning, and villagers’ degree of satisfaction on implementation of planning. From the analysis, the main characters of villagers’ cognition and willingness of participating in beautiful rural construction planning were clear. In a conclusion, some policy recommendations are brought out for establishing organizations, unblocking channels, training villagers’ capacity, and perfecting participant process etc., which provided a scientific evidence for choosing participant ways and organization forms, and establishing participation mechanism.
