Research on Performance Evaluation Index System of Agricultural Environment Protection and an Empirical Research

Abstract:

Because of long time of excessive application of fertilizers and pesticide, open burning of straw, and arbitrary discharge of sewage and animal waste, agricultural non-point pollution has become increasingly severe in China in recent years. The Chinese government and public have been paying more attention and devote more resources to agro-environment protection, especially agricultural non-point pollution. It has necessitated the establishment of a performance evaluation index system to manage and monitor the environmental invest. In this paper, using Analytic Hierarchy Process (AHP) method, combining agriculture policies with expertise opinions to form performance evaluation index system of agricultural non-point pollution which included four hierarchies as government management, farmers’ execution, environmental level and sustainability. Xueyan Township in the city of Changzhou was the empirical investigation region, and 6 administrative villages were selected as study subjects. The empirical research tested the application of the index system. It can assess the environmental status and find problems in agro-environmental protection. The results of assessment corresponded with government’s official and strict evaluation.
