Abstract:

Small and medium-sized enterprises create a hitherto unknown material wealth, and meanwhile have paid a heavy environmental price, also restrict the sustainable development of local economy. Environmental pollution governance of the small and medium-sized enterprises needs to realize ecological technology innovation. In order to promote and protect small and medium enterprises technology innovation and their green development, the local government should improve legislation of science and technology, establishing ecological civilization as the guiding ideology of legislation, improving the environment impact assessment system, strengthening the public participation, expanding the incentive measures, and increasing the accountability and oversight, as well as cohesive implementation of science and technology legislation and environmental legislation.
