Prerequisite for Converting High Occupancy Vehicle (HOV) Lanes to High-Occupancy/Toll (HOT) Lanes

Abstract:

High-occupancy/toll (HOT) lanes have emerged as an increasingly popular form of lane management strategy. A realistic cellular automaton model is constructed to analyze the prerequisite for converting HOV lane to HOT lane in various circumstances. Our observation suggests that HOT lane performs as well as or better than an HOV lane in all circumstances. Also, there is a threshold in terms of HOV inflow probability, beyond which the HOV lane can be fully utilized and actually performs as well as the HOT lane and this threshold has much to do with the maximum inflow probability in free-flow state.
