Abstract: Markowitz’s portfolio selection theory was applied in overseas petroleum venture capital investment, the mean of each project’s AT cash was used as the portfolio’s return, the fluctuate rate return of project was used to reflect portfolio’s risk, the combination of minimum risk portfolio optimization decision model was established. A variety of risk definition method were explored, efficient frontier under variety of risk-defined were developed, according to different risk preferences, the investment decision-makers can choose optimal portfolio to maximize investment, so as to reduce and avoid undue loss.

Abstract: Since the establishment of science park in Taiwan, the production categories of stationed plants are diversified and most of their operations are in the high risk field. Due to various production categories, the disaster preventions for high risk operations are variable, some are difficult and some are easy.Thus, it makes the disaster preventions difficult in the science park; it needs desperately the stationed factories to carry out a systematic, automatic and strict control method to indeed prevent disasters. It is also the highest standard for the plant operations to achieve a construction worry-free working site but it is still the target for the stationed factories on the science park to work on placing the work safety in the standard operation procedure. Based upon the administration circulation concept, this study proposed the administrative system for the high risk operations to be used on the science park, and this system is divided into four stages which include plan, execution, examination, and correction. Moreover, it also takes a science park as an example to exhibit the execution result of this system which could be referred to by other science parkin performing the administration of high risk operations.

Abstract: Previous research on the evaluation of production efficiency cannot effectively respond influences caused by environmental effect and random error. Specifically, most of electric power companies in China suffer from low production efficiency and ineffective evaluation models. However, with the adoption of the proposed three-stage data envelop analysis (DEA) model, reasonable judgments on the investment decision and management level can be reached. Practical investigation has proved that it can help power companies make more objective judgment which would then bring about continuous improvement.

Abstract: The design quality of the nuclear power plants (NPPs) has a direct impact on the operation and maintenance, which involves the safety and reliability of NPPs. Planning and development of the maintenance requirements of system and equipment in initial design stage of NPPs, and determination of reliability maintenance strategy compilation methods enable to fulfill good connection between design and operation of important value. After investigation and analysis, with a combination of reliability analysis method, experience feedback and common analysis approach, the methodology of reliability maintenance strategy compilation in design stage of NPPs has been initially established. And such methodology not only meets the maintenance requirements of system and equipment in design stage, but also enables to check the rationality and operability of process design from the maintenance implementation level, at the same time, it has great value in application regarding improving operational reliability of NPPs and avoiding non-essential major modification during operation of NPPs.

Abstract: State Grid Company put forward for the first time the building schedule of the 8 ultra-high voltage (HUV) lines included in Atmospheric Pollution Prevention Plan in mid-2014 work conference, which will start construction before the first half of next year. UHV grid in China is in full speed construction phase. This paper analyzed the internal contradiction between energy distribution and social development, and pointed out the center position of electric power in energy development, finally gave a detailed analysis of the necessity of the construction of UHV power grid.
