Several Considerations on Improving Management of Environmental Performances of County and Municipal Party and Government Leaders - Take Poyang Lake Ecological Economic Zone as an Example

Abstract:

This paper thinks that the reasons for ineffective management of environmental performances of Party and government leaders of the county and municipality in Poyang Lake Ecological Economic Zone are that the leaders lack concept of sustainable development, have unclear understanding of purpose of performance evaluation, do not want to discover shortcomings, the evaluation subjects have serious thought of officialdom standard and deeply rooted thought of ruling by people, and the evaluation information is hard to collect and performance management guarantee system is incomplete; this paper provides measures including improving understanding of importance of performance management of county and municipal leaders in Poyang Lake Ecological Economic Zone, constructing diversified evaluation subjects for environmental performances of the leaders, making evaluation indicators in a scientific way, using evaluation results comprehensively, improving basic guarantee system of performance management and cultivating nice performance management culture.
