Discussion on the Key Problems of Yellow River Water Right Transfer between Two Cities

Abstract:

First Yellow River water right transfer between two cities was defined in this paper. Then the basic principles that should be obeyed were put forward. Last the involving key problems including the reduction of water fee income affecting the operation of the irrigation area management departments, collection of industrial water resource fee and its payment, time limit of Yellow River water right transfer between two cities and the succeeding transfer after the expiry, the inharmonious guarantee rate between agricultural irrigation water and industrial water, the financing model, the inconsistence between the date of the water-saving rehabilitation structures putting into effect and the date of the main engineering putting into operation were discussed.
