The Coordination Development between Economy and Environment within Whole Nation and Xinjiang Based on the Evaluation and Forecast

Abstract:

Under the background of building the “Resource-conserving and Environment-friendly” society in China, the paper studies the coordinated development status of economy and environment within whole nation and Xinjiang in the period of 2003 to 2007 years from the point of evaluation and forecasting dimensions. Hence, the paper constructs out the indexes systems of economy and environment at first, calculates out the Economic, environmental Development Indexes and comprehensive Development Indexes by utilizing the methodology of AHP in order to figure out the coordinational degree and the coordinated development degree of economy and environment of Xinjiang and whole nation. Under the basis of those works, taking the methodology of Grey correlation as a basic forecasting tool, this paper predicts the coordinated development degree of economy and environment in Xinjiang and whole nation during the “The twelfth five year planning period”. The final conclusion come out by this study shows that three kinds of development indexes of Xinjiang and whole nation are of increasing trends except the slight fluctuation existed in the environmental development indexes in Xinjiang, and this leads to the slight different development paths in the coordination degree and the coordinated development degree between Xinjiang and whole nation. From the results of prediction it is clear that the whole nation will be in a well coordinated development type in 2010 year but the Xinjiang will stay in a type of barely coordinated development stage. Therefore, the study suggests that the development of circular economy is the key path for realizing the coordinated development of economy and environment between Xinjiang and whole nation, and it suggest that only the circular economy might provide a feasible technological path and pattern for the harmonious relationship between human and nature and the coordinated development between economy and environment.
