The Effect of Government Technology Funding on Business R & D Expenditure in China and OECD Countries

Abstract:

This paper analyzes the effects of government science and technology funding on business R & D expenditure in China and OECD countries from 1991 to 2007.Compare the regression results, studies show that: overall, the leverage of government science and technology investment is greater than the crowding-out effect both in China and OECD countries, and the net effect of China is much larger than OECD countries. Both R & D funding of the government providing to universities crowd out business R & D spending, especially OECD countries, then make relevant policy recommendations.
