Abstract:

With the deepening of scientific and technological progress and globalization, the social management of disaster and its research has been becoming a global hot spots based on the objective background of risk society. The paper not discusses, Which is combined with practical experience and research literature of China's disaster management, the practical appeal and purposes of disaster management but initially reveals its mechanism is "the mode of regularity, which is formed in the process of change and development of the social disaster management" based on the definition of disaster management. At the same time, the paper also points out the basic operation framework of the management of disaster is "the warning and preparedness before the disaster, the controling and handling in disaster, post-disaster assessment and reconstruction", and thus put forwards the corresponding policy recommendations.
