Abstract: In the rapid development of e-commerce, cash flow plays an important role in a company's operation. Stable cash flow can effectively improve operational efficiency. It reduces investment costs and further acceleration transaction speed. The procurement cycle trade can effectively reduce the problem of inventories and other aspects of the occupation. Management of cash flow is extremely important for the survival and development of e-commerce enterprises. The role of e-coomerce cash flow was analyzed. At last the e-commerce operation pattern and management of cash flow was summed up.

Abstract: With the Eighteenth National Congress of the Party,besides the twelfth five-year plan,the year of 2012 was served as a major link between the past and the future.Liaoning provincial committee and provincial government introduced the suggestions to advance scientific and technological innovation in 2012.According to the target of creating the big provincial of science and technological innovation,Liaoning government’s financial investment policy has played a very important role in scientific and technological innovation.The overall progress of science and technology,the total output of science and technology,promotion of economy and society from science and technology,all of which are well-developed.But at the same time,some implementation effect of investment in science and technology policy is not obvious,high-tech industrialism,the funding investment of science and technology,scientific and technological progress environment,all of which are underdeveloped.

Abstract: Under the condition of linear demand function, the distribution law of equilibrium segment points of firms enforcing second-degree price discrimination to maximize respective revenues is analyzed in the case of m firms with n intervals pricing by using complete information static game theory. This is a promotion for two firms pricing with n segment intervals and m firms pricing with two segment intervals. The results show that: when m firms divide demand to enforce second-degree price discrimination, the necessary condition of revenue maximization is to divide demand into some intervals and let the length of each interval become geometric series, whose common ratio is 1 / m. The unified formula of equilibrium production, equilibrium price and market equilibrium total revenue of all four kinds of markets under the condition of second-degree price discrimination are presented in the most general sense, further more, the nature of which are analyzed in detail.

Abstract: By analysis the causal relationship of the public health emergency actions and effects, then establish a generalized model for the prevention and control of public health emergencies by Timed Influence Net (TIN), and on this basis of probability reasoning, inference result can assist analysis the pros and cons the emergency scenario. Method was applied to the example of SARS outbreak in Beijing in 2003 to show the rationality and validity of proposed method. According to the results have a study on the optimization of emergency scenario, optimized conditions comparative and analysis with the actual program. The results show that the proposed method can better support emergency scenario evaluation and optimization.

Abstract: The study on multi-echelon inventory of supply chain is becoming more and more important in E-business era. This paper proposes a two-echelon inventory model with one supplier and several retailers, in which a certain service level has to be satisfied and the goal is to minimize the total inventory cost. In addtion it puts forward an effective algorithm for this model to obtain the optimal replenishment period and inventory level of each supply chain node.

Abstract: IT governance is considered to be an effective way to improve the level of information systems construction and application. But after the analysis of the existing IT governance methods, it found that they were difficult to meet the needs of informatization at this stage. Then, it analyzed the theory and technology of enterprise architecture, and presented the IT governance solution based on enterprise architecture. Finally, it took IT governance of a company for example, which described the process of carrying out IT governance based on enterprise architecture.

Abstract: To survive and prosper in a more competitive construction market nowadays, a company must strengthen the cost management of construction project. This paper expounds the present situation of the construction project cost management, existent problem in the process of the construction project cost management. Countermeasure analysis of perfecting the construction project cost management is discussed in respect to the management concept and method, information technology application, the people-oriented and sustainable concept of development.

Abstract: The paper researches the relationship between the operating performance and debt source structure of small and medium-sized enterprises of chemical industry (SMECI) to select the 50 samples of chemical industry from the small board and gem of china stock market. The findings are that it is a negative relationship between the financial liability and business performance for the SMECI. But it is a positive relationship between the operating liability and the business performance. Then, by comparing to the small and medium-sized enterprise of service industries, it is worse performance for the SMECI. The reason is that there may be lower operating leverage and higher financial leverage for the SMECI. So the paper proposes that the managers of the SMECI should be reduce the scale of financial liabilities as possible, and strengthening the debt of operating, in order to improve the operating performance. Therefore, how to better maintenance of vehicles, and change some of the original bad driving technology, can make the car in the most fuel-efficient and has become a very meaningful topic.
