Using Zhoushan port area as an example, this paper investigated the problem of optimal allocation of professional oil recovery ships, including determination of optimal grouping of terminals within service range of each professional oil recovery ships, and allocation of the professional oil recovery ships in each terminal group.
Liu[6] used fuzzy comprehensive evaluation methods to assess the risk of oil spill in Chongqing municipality water areas, key high-risk water areas were identified and a scheme for the equipment of oil spill response resources was proposed.
There 570 terminals in Zhoushan port area by the end of May of 2011, with 105 deepwater water terminals over 10,000 tonnages, 16 deepwater terminals over 250,000 tonnages, 59 crude oil terminals over 1000 tonnages and 3 deepwater crude oil terminals over 250,000 tonnages.
Therefore, six professional oil recovery ships would be allocated.
