Since 1996, the State has formulated or revised laws on environmental protection, such as those on prevention and control of water pollution, marine environment protection, prevention and control of air pollution, prevention and control of noise pollution, prevention and control of solid waste pollution, evaluation of environmental impact, and prevention and control of radioactive pollution, as well as laws closely related to environmental protection, such as those on water, clean production, renewable energy, agriculture, grassland and animal husbandry.
The State Council has formulated or revised over 50 administrative regulations, such as the Regulations on Environmental Protection Management of Construction Projects, Rules for the Implementation of the Law on the Prevention and Control of Water Pollution, Regulations on the Safety Management of Dangerous Chemicals, Regulations on the Management of Collection and Use of Waste Discharge Fees, Measures on the Management of Dangerous Waste Operation Licenses, Regulations on the Protection of Wild Plants, and Regulations on the Safety Management of Agricultural Genetically-modified Organisms[3].
The State has also adopted the EIA engineer professional qualification certification system to foster a contingent of professional technicians in this field[4].

Introduction
The cement mortar is the mixture of cement, sand and water.
In the industrial and civil building, it is served as building materials of projects of the pavement, plaster, and waterproof, and in water conservancy, roads and other specific professional, it is a kind of compression structure carried loads.
Meanwhile, both compressive strength and elastic modulus are up to the mass ratios of cement, sands and water.
When the mass ratio of cement, sands and water is 1:4.70:0.81, both the compressive strength and elastic modulus values are better than others, because the bonding capacities between iron wires and cement mortar are determined by the mass ratios of cement, sands and water.
(2)The mass ratio of cement, sands and water also impacts on the mechanical properties of the cement mortar, and the best mass ratio of cement, sands and water is 1:4.70:0.81

Abstract.
The increase of operating temperature and pressure as compared to current Boiling Water Reactor (BWR) and Pressurized Water Reactor (PWR) designs will make it difficult to realize the fuel cladding for supercritical water reactor.
Water in the supercritical phase exhibits that its property is significantly different from that of liquid water below the critical point.
The water gradually becomes nonpolar solvent.
But in supercritical water, the effect will be reduced.

Bromate in drinking water appears as a by-product formed in the process of ozonation or chlorination of bromide containing water [2].
Bromate in drinking water could occur by water treatment with sodium hypochlorite produced by electrolysis of bromide-containing salt.
Bromide concentrations in seawater are above 65 mg/L, in fresh water from trace to 0.5 mg/L and in desalinated waters up to 1 mg/L [2].

With the development of society and economy, China's investment in construction projects is increasing, which requires the construction and management staff to improve their professional level, to develop a more scientific construction plan to ensure construction quality, and ultimately to the construction goal.

The source influencing uneven settlement of surrounding buildings is the whole construction process of foundation pit engineering, including the construction of the building envelope, to reduce the water table before excavation pit, excavation into the design process.
Deformations of the soil and changes of the water table will affect the stability of the building structure.
