Introduction
High dielectric constant materials have been playing significant role in numerous technological applications, such as capacitors and memory devices [1].
It seems that the CDC has a tight link with the conductivity of the materials.
As a well investigated material, SrTiO3 (STO) exhibits interesting quantum paraelectric property.
Referring to the particular electronic structure of SrRuO3, our motivation is simple and direct: an appropriate doping of Ru into STO seems to possible to modulate the conductivity of STO in order to investigate the relationship between the dielectric relaxation and the materials conductivity, including the possible CDC effect.
As the above said, the OVs could be easily formed in grains for perovskite structure materials containing titanate due to the oxygen deficiency during the ceramic high temperature sinter process in air [16-17].

Because of their high specific stiffness and strength, fiber reinforced plastics (FRP) are preferred lightweight materials.
However, there are still shortcomings for these materials concerning the insufficient energy absorption in case of failure and the limited opportunities available for the assembly with other components.

Introduction
Sometimes we need use the mechanical property of hyper-elastic materials, such as water seal of high pressure gate.
Hyper-elastic materials’ constitutive relations is nonlinear, and the state of stress and strain is very complicated, so there are many blank spaces in basic and regular research of it.
This paper describes the theoretical research of the relations from several aspects such as the principle of nonlinear calculation, the mechanical models, the method of model experiment, and have provided a numerical analysis method to fit the relations base on BP neural network. 1 The Constitutive Relations of Hyper-elastic Materials According to mechanics theory of elasticity, elastic materials’ constitutive relations can be described by primary stress tensor and primary strain tensor [1].Hyper-elastic materials can be thought as materials that their modulus of elasticity increase when their stress are increasing.
Seal use rubber material that is a typical hyper-elastic material.

In 50s of the 20th century, the scientists in former Soviet have begun the study on ecotype cementing material, Alkali-activated cementations materials, which are used to green ecological concrete.
For most engineering materials, elastic strains are always sufficiently small that the relationship between the stresses and strains is linear.
For orthotropic materials, 9 constants are needed.

Since nano materials have the fundamental characteristics of small-size effect, surface effect, quantum size effect and quantum tunneling effect et al, which cause that nano particles and nano bulk materials exhibit many unique physical and chemical properties followed with some abnormal phenomenon.
Among nano materials, perovskite compound oxide is one kind of very important materials because of its unique crystal structure, which decides that it exhibits many special physiochemical properties, can be widely used as superconducting material, ferroelectrics, piezoelectrics, thermistance and oxygen electrode et al, and occupies a high place in the area of material science and catalysis [2].
All the raw materials are analytically pure, obtained from Aladdin Industrial Corporation (Shanghai, China) and direct-used without further treated.
