It is defined at the first time in “The provisional rule of fire safety for external heat preservation system and external decoration of civil buildings” which was issued in 2009 that the combustibility of heat-insulating materials are expected to be degree A [3] (non-combustible component), when they are used in the residential building of 100 meters height or the public building of 50 meters height.
Silicate heat insulating materials are light homogenous materials, the light granules gotten by simply sorting and mechanical disintegration could be directly used in road building, green plant, foundation engineering, ground cushion, soil improvement, etc; another processing method is to produce light concrete or light building blocks by mixing with cementing materials.
Their thermal characteristics is very close to organic heat insulating board, the thickness of heat insulating layer can meet the requirement of engineering; meanwhile, they are superior to organic materials in many aspects, such as fire resistance, durability, consumption of resources.

Xufeng Zhang [2] classified the emergency supplies as four categories, including the life of relief supplies, engineering support materials, construction supplies and reconstruction materials, according to the priority level of the material procurement in the state of emergency.
When the emergency event occurs, the way of emergency supplies and the distribution of people and goods are greatly improved by achieving integration of military and civil emergency logistics management mechanism.
In this way, the military and civil together build emergency material reserves, and the state set up unified management to develop a unified standard of emergency supplies and implement the qualification bidding mechanism.
