In order to develop and disseminate vacuum preloading underwater technology, this article combining an engineering example in the coastal area, analyze the application problems of vacuum preloading underwater technology handing soft ground to provide some experience for construction technology and design of vacuum preloading underwater in the coastal areas.

According to the characteristics of resource allocation for engineering construction programme, the comprehensive evaluation model of resource allocation rationality for programme is established with the combination of analytic hierarchy process and fuzzy comprehensive evaluation method.
According to the characteristics of engineering construction programme, from three levels of resource allocation of monomer projects, resource relationship among projects and that between monomer project and programme, three indicators which includes resource usage, resource scheduling and resource contribution of monomer project to the programme are selected to establish evaluation index system for correlation degree of resources between monomer project and programme, as shown in figure 1.
