Abstract: This paper is based on literature research on mobile learning theory and language learning theory to design and develop learning clients for College English listening on an Android platform and build up a comprehensive listening learning system by adding performance tests and advancing listening practice and feedback to help English learners improve listening capability step by step and create a better service for College English listening learning
Course study mainly is on University English textbooks; complementary knowledge of pronunciation, grammar, and listening skills is a dictionary right at the hands of learners; performance tests cover CET-4 and CET-6 and a random testing system which can test learners in accord with their listening levels to help them be aware of their own weaknesses and then repeat and cycle exercises accordingly until they finally master and advance; learning feedback truthfully expresses students’ performance, including learning hours, achievements and learning suggestions.
Online learning gives priority to resource download and information exchange in forums, where learners can have access to a lot of extracurricular listening resources and interact with the outside world, sharing experience and expanding knowledge.

However, the unique features in the treatment of construction waste are that its each step has a higher degree of refinement, and the device is more advanced.
As is shown in Figure 1, the circulation operation mode is used in the construction waste treatment process in advanced countries such as America, Germany and Japan.
It starts late in China, and there is a large gap behind of the advanced international level.
