ZnO/Ag/SiO2 can be synthesized by sol-gel technique [19], precipitation [20], and reduction using reducing agent [21].
A sequence of characteristic peaks is shown in Fig. 1: 31.7o (100), 34.4o (002), 36.2o (101), 47.5o (102), 56.6o (110), 62.9o (103), and 68.0o (112), all of which correspond to the zincite phase of ZnO (International Center for Diffraction Data, JCPDS 5-0664) with the phase of wurtzite hexagonal crystal structure.
From Fig. 1, it is shown that the XRD patterns show the peaks at 38.07o, 44.25o, 64.36o, and 77.30o which also indicating the existence of Ag in ZnO (International Center for Diffraction Data, JCPDS 5-04-0783).

Energy information acquisition is the process of data integration of heterogeneous database, heterogeneous data integration process has two steps.
This is the first heterogeneous data integration, it realizes connection and sharing of automatic data, while maintaining date real-time.
In real-time database as the core of the first time heterogeneous data integration, also to be second heterogeneous data integration, namely the real-time database data, discrete data, energy inventory data and laboratory analysis data focus on core database, and to unify and standardize the acquisition time and cycle time of data collection.
Among them, the discrete data mainly include the energy consumption data of unable automatically measure, the data from the manual input; energy inventory data obtains from the production management system; laboratory analysis data mainly point the energy calorific value and so on, obtains from the laboratory management system.
Energy data are distributed in cement enterprises’ three levels: ERP (Enterprise Resource Planning) / MES / PCS, among, most of the foundation energy management data from ERP, the data of energy efficiency analysis and energy optimization control is mainly from MES and PCS.

After analyzing the related data of plastic mulching film use, and the status of its’ recovery and utilization in Awat county, presented the optimizing countermeasures from the following aspects: strengthening the propaganda of the harmfulness of “white pollution”, promoting local peasants’ ecological civilization consciousness; developing waste plastic recycling enterprises, broadening the recycling channels; formulating preferential policies to increase the support for waste plastic recycling; controlling and reducing the plastic mulching film residuals from farming techniques; intensifying residual plastic recycling by combining manual and mechanical recycling.
1 The general situation and plastic mulching film use status of Awat county
Awat county is located in the south of Tianshan mountain, the north margin of the Taklimakan Desert.
