For that purpose, a survey questionnaire was developed and distributed to the ten stakeholders (contractors, consultants, and the respected supervising authorities) in various positions ranging from the Site Supervisor Engineer to the Resident Engineer of the case study projects.
These Engineers have experience ranging from 5 to 20 years in projects respectively.
For the contingency bills, only 2% is allowed per the Department of Finance rules, and the LDA implements these rules in civil construction works.

Among these smart construction technologies, BIM is applied to various fields such as design, construction, civil engineering, facilities, and environment, and is used as a technology to integrate, manage, and utilize information created during the life cycle of a building [5].
Specific research or application fields are: 1) Inspection and maintenance of existing buildings and facilities [7,8]; 2) Reverse engineering for extraction of building drawings, etc. [9]; 3) Calculation of earth volume and process management at the earthwork site [10]; 4) Confirmation of progress and construction status in civil works [11]; 5) Building construction quality control and process control [12], etc., and the fields of application are quite wide and diverse [13].
In a study on the application of 3D scanning and reverse engineering technology for product quality control, Yao [9] suggested that the accuracy and ease of operation of a product can be improved through reverse engineering with 3D scanning technology that can easily and quickly analyze the geometrical data of components.
Aforementioned several previous studies presented a plan to utilize 3D scanning technology in various fields: reinforcement of historical buildings and deformation of structural members in the field of maintenance; reverse engineering in the field of quality control; productivity analysis and process management in the field of construction management; and tunnel excavation in the field of construction technology or the possibility of using technology through application case analysis, but the reality is that there are still not enough examples of application to the building construction process.
